Umm he has he can slow down time almost to a halt become invincible and kill anybody in one hit...

Saying he has the heart of hell doesn't tell me he can stop time.
And with Ryu's speed, the doom guy's head would be chopped off right when the fight starts.

You haven't proven it yet.

It would start and in a split second the doom guy's head would be chopped off and rolling down the street.
cus RYU is frozen in time.

The second additional feature is the Artifact. When activated, the Artifact will slow down the player's perception of time into "Hell Time", giving the player tjhe ability to stop time. Later additions to the Artifact's powers include unstoppable melee damage and invulnerabilty.

...baldguy(I'ma call him that from now on...cus he has little or no hair) has the heart of hell which allows him to slow time around him, massivly increase the power of his already massivly powerful weapons, and make him invincible.
